Although Kennedy was unable to pass Medicare, the issue perpetuated due to rising medical cost. By 1964, nearly 10% of Americans were over the age of 65; an increase of about 6% since 1900. On July 30, 1965, Johnson signed the legislation creating not only Medicare, but also Medicaid as part of his War on Poverty, which provides health care for the poor.
